Eight district offices of Public Financial Management System (PFMS) were online
inaugurated on Friday by Shri. Subodh Kumar Mathur, Additional Controller General of
Accounts and Shri. Sushil Pal, Joint Controller General of Accounts along with Shri
Shakeel Maqbool, (Assistant Controller General of Accounts). With this inauguration,
Jammu and Kashmir (UT) became the first UT or State in the whole country to
operationalize PFMS at the district level. The roll-out will result in improved program
administration and management, direct payment to beneficiaries, and greater transparency
and accountability in the use of public funds at the district level and below levels till the
Panchayats. Shri. Subodh Kumar Mathur on the occasion said that the public accounts committee
arliament has been constantly stressing on early operationalizing of PFMS at district
level throughout the country and in the forth coming meeting of the committee the
establishment of PFMS district offices in J&K will be intimated as an important example
of
for the same.
Shri. Sushil Pal, Joint Controller General of Accounts, Ministry of Home Affairs
lauded the whole team of PFMS State Directorate J&K for their efforts particularly for
using Govt. e-market place GeM for outsourcing the district office staff.
Shakeel Maqbool, the Assistant State Nodal Officer of J&K on this occasion
highlighted the important role of PFMS in improving Governance and congratulated PFMS.
State Directorate J&K team for taking initiative of operationalizing District Project
Management Units (DPMU)/District office despite the ongoing COVID related issues. It is
pertinent to mention that the PFMS State Directorate J&K was established in 2016 in J&K
like in the rest of States and UTs for Operationalising PFMS in J&K and now J&K has
emerged as the first in the country in terms of expanding to the districts, which is no mean
an achievement given the troubling times.
