Today on 6.03.2021 score of 10+2 contractual/Academic Arrangement lecturers gathered to raise their voice against the discrimination/ harassment which they have faced through Ex. Governments and administration.
While speaking on the occasion Muzaffar said that from so many years they
are raising their voice for the justice but up to this time nothing positive has been done for
them neither by the ex governments neither By the current authorities after the abolition of
370 we were having a hope that our suffer will come to an end but we lost even our last
hope that was our job.
Every time the current authorities are giving an excuse of violation of rules and regulation but
where they have left the rules when 28000 extra posts were created and filled by the 10th/12th
pass RET teachers without referring to any recruitment agencies who are not eligible for the Post of teacher and to benefit the blue eyed persons the youth of J&K was back stabbed by the Authorities by curbing thousands of the vacant general line teacher posts they donot stopped here to benefit they violated every law of JK even the vacant post of lecturers were distributed to the teachers with a new scheme which should be named as DEGREE LAO AUR LECTURER KI POST LE JAO to make the teacher posts vacant so that the blue eyed RET’S can be benefitted by adjusting on the posts.
On the other hands the 10+2 contractual/Academic Arrangement lecturers were appointed by the government of Jammu and Kashmir in school education department for the teaching of higher secondary classes as Contractual/Academic Arrangement lecturers after conducting Written examination and screening through the concerned Director of school education
department Kashmir/Jammu.
In 2003 a policy 1301-Edu of 2003 was framed for the regularization of concerned academic
lecturers and it was clearly mentioned in that order that the persons who would be appointed
against this order would be regularized after the completion of 3 years. After some time the
term academic arrangement was modified to contractual rules through corrigendum order no
1584 –Edu of 2003 in which it was mentioned that in future all such arrangements would be
made on contractual basis. But neither we were regularized after the completion of 3 years or
7 as per contractual rules.
In 2010 special provision act was brought by the government in which it was mentioned that
all the contractual/consolidated/ daily wagers would be regularized after the completion of 7
years untill would be continued but we were not benefitted and were left out of that order.
In 2015 SRO 520 was brought to regularize left out cases but its very unfortunate to mention
that we were not included into that every time the highly educated youth faced step mother
treatment.
The case was also examined by the divisional commissioner Jammu and it was felt that the
demand is genuine and need to be addressed Order No: 402/198/contractual lecturers/198

From time to time the concerned Governments have issued many policies for the regularization
of the services of the appointed contractual employees but every time the highly educated
academic/contractual lecturers were exempted from these policies we have always faced step
mother treatment from the concerned authorities.
The lecturers thanked Shri Ravinder Raina and Shri Rajeev Charak for raising their genuine
demand and writing letter to the Honorable Lt. Governor of JKUT to address the genuine grievance of the said
lecturers for the regularization of their services.
Speaking to media one of the contractual requested Hon’ble Lt. Governor of JKUT that after abolition of 370
article the highly educated Contractual/Academic Arrangement lecturers has a ray of hope that
they would get justice against the discrimination/ harassment which they have faced through
the hands of Ex Governments.
Contractual lecturers were led by Mohd muzeffer bandipora,Ishfaq Majeed Anantnag, javaid
iqbal Baramulla, Aijaz al Pulwama, firdous Ah Kupwara,Rouf Ah shopian,Sirtaj Ah kulgam And
others.
At last all the contractual lecturers told media persons that media is the voice of all the peoples
so they requested them to raise their voice in front of the concerned authorities so that their
genuine demands can be resolved.
