We have clearly not put our house in order, if we had, the Hyderpora fiasco wouldn’t have occurred at the outset.Remember the decorated Leetul Gogoi, remember what for he was decorated with Commendation Card by none other the Army chief himself.If Gogoi wasn’t decorated but penalised & shunted, a low rung police cop wouldn’t dare to think of taking Dr. Mudasir & Altaf Bhat as ‘human shields’, they wouldn’t have been killed, allegedly in cold blood.

This is Baramulla Chowk.Otherwise bustling with people, cars, while trade & commerce go on nonchalantly.Today it’s desolated! I had gone to buy Otrivin, a medicine that decongests my nostrils & let’s me breathe.l returned bare hands.The shops are shut, including the chemists & druggists.

Other day l was talking to this police officer, a young know-it-all IPS, & he was of the opinion that Baramulla has remained peaceful…One wonders what has to be the definition of peace? Aren’t these streets peaceful too, or are they?…On yet another day this administrative officer, again a young & know-it-all IAS, thought we were perhaps sitting on a ticking time bomb….Peace & it’s dichotomies!

I’m of those handful in Kashmir who have been vocal critique of Hurriyat.l think they’re a bunch of low read, self aggrandising & bereft of any leadership quality blokes.They were the defacto rulers, having mounds of monies & mass support behind them, besides the cliched moral & diplomatic backing of the lslamic Republic of Pakistan.They failed & failed Kashmir for three long decades…& yet today on their feeble utterance, or what we have come to known as ‘call’, the entire Kashmir has shut shops, inclusive the ’peaceful’ Baramulla.

We then have failed, on policy action, that’s, policy making & policy implementation.The policy making is predominantly done in the desks of Delhi who have no clue of local paraphernalia & rather are in a self imposed oblivion vis-a-vis aspiration of K-youth.As far the policy implementation is concerned it has been entrusted to low read, generalist officials, who have neither domain expertise to carry out policy, nor any positive attitude of basic human behaviour; let’s not debate their integrity either…And then comes the police & security grid, who continue to live in their ‘peaceful’ fools paradise, not to speak of their daily interaction & friction with naive masses & it’s long term ramifications.

And while we keep on incessantly failing, since 1989 in our policy action, & while none of the political executive at the Central & State dispensations batted an eye-lid, the notoriety called The Resistance Front, called Taliban, et al keep on building it’s footprints in the minds & importantly in the hearts of chided K-youth.The notoriety is a well oiled machinery unlike the lousy Centre & State appendages.The notoriety has survived three long decades, & looked the Centre/State right in the eye, & it gallops in stride as the ripples of Hyderpora fiasco could be felt across the streets & shops of Kashmir.We ought to fathom, now, that if we don’t re-engineer our policy action, & if we don’t grab hold of HR violators within the systemic institutions, if we don’t streamline our bureaucracy making in specialist in outlook, if we don’t cull the colonial orientation of our police & security grid, we then are giving handle to notoriety, we then are on a fast galloping horse ever ready to self destruct & annihilate everything that comes in it’s course.

I hope, against the hope, that the silver lining of Hyderpora fiasco is:
Heads are rolled, knees are bent, & arms are put to undo the policy inaction.l fervently hope the Constitutional philosophies of Justice, Liberty, Equity, Fraternity & Integrity are upheld, are upheld!
